Dr. Liborio L. Early Life and Education

Born in 1924 in Imus, Cavite, Philippines.

Graduated from the University of the Philippines College of Medicine in 1948.

Completed his residency in ophthalmology and otolaryngology at the UP-Philippine General Hospital (UP-PGH) in 1952.

Undertook postgraduate studies at the New York Polyclinic Medical School and Hospital in 1955. 




Medical Career and Leadership

  • Served as President of the Philippine Ophthalmological Society from 1967 to 1970, helping merge competing professional groups into the unified Philippine Society of Ophthalmology. 

  • Acted as managing editor of the Philippine Journal of Ophthalmology from 1969 to 1975.

Dr. Liborio L. Mangubat, MD (1924–2006) was one of the foremost pioneers of ophthalmology, oculoplastic surgery, and cosmetic surgery in the Philippines. Born in Imus, Cavite, Dr. Mangubat completed his undergraduate studies at the University of the Philippines before earning his Doctor of Medicine degree from the University of the Philippines College of Medicine in 1948. He pursued advanced training in ophthalmology and later completed fellowship training in Oculoplastic Surgery at the New York Eye and Ear Infirmary, where he refined the skills that would later transform ophthalmic plastic surgery practice in the Philippines.


Returning to the Philippines, Dr. Mangubat joined the University of the Philippines College of Medicine, where he served as a professor for more than three decades and eventually became Chairman of the Department of Ophthalmology. At the Philippine General Hospital (PGH), he established the institution's Oculoplastics Section, creating one of the country's premier referral centers for diseases of the eyelids, orbit, and lacrimal system. Through his commitment to education, he trained numerous ophthalmologists who would later become leaders in their own fields.


Dr. Mangubat was also a pioneer in organized cosmetic surgery. In 1972, he became one of the founding officers of the Philippine Society for Plastic Aesthetic Surgery, now known as the Philippine Society for Cosmetic Surgery (PSCS). Serving initially as one of its Vice Presidents under founding President Dr. Burgos T. Sayoc, he helped establish a multidisciplinary society that united ophthalmologists, otorhinolaryngologists, and general surgeons with a common interest in aesthetic surgery. His leadership strengthened scientific exchange, continuing medical education, and ethical standards in cosmetic surgical practice.


In 1987, Dr. Mangubat assumed the presidency of the Philippine Society for Cosmetic Surgery, a position he held until 1994. During his tenure, the Society significantly expanded its scientific programs through regular postgraduate courses, live surgical demonstrations, and participation in international meetings. At a time when formal cosmetic surgery fellowships were still limited, he encouraged Filipino surgeons to pursue advanced education abroad and bring contemporary aesthetic techniques back to the Philippines, greatly enhancing the country's cosmetic surgery standards.


Recognizing the growing need for a dedicated organization devoted to oculoplastic surgery, Dr. Mangubat founded the Philippine Society of Ophthalmic Plastic and Reconstructive Surgery (PSOPRS) in 1992 and became its first President. Under his leadership, the Society promoted excellence in reconstructive and aesthetic surgery of the eyelids, orbit, and lacrimal system while fostering research, education, and international collaboration. The organization continues to serve as the country's leading subspecialty society for oculoplastic surgeons.


Beyond his organizational accomplishments, Dr. Mangubat served as Managing Editor of thePhilippine Journal of Ophthalmology and as President of the Philippine Ophthalmological Society, reflecting his dedication to academic medicine and scientific publication.
